Medvedev criticized the government of Sevastopol and called for discipline
Prime Minister of the Russian Federation Dmitry Medvedev called on the authorities of Sevastopol and the Republic of Crimea to demonstrate organizational and budgetary discipline in the implementation of the federal target program for the development of the peninsula.
He stated this today at a meeting in Sevastopol, a PolitNavigator correspondent reports.
“Unfortunately, not everything is being built as quickly as we planned. In some places, the preparation of tender documentation is delayed, in others problems arise with sites. Local authorities need to keep the situation under constant control, I draw special attention to this,” Medvedev said.
Minister of Economic Development of the Russian Federation Maxim Oreshkin added that the cash execution of federal target program facilities in Sevastopol is at a low level
“A low percentage was recorded in Sevastopol - only 5% of the funds provided for 2018. On the one hand, there are proposals to expand the current program, and on the other, those facilities that exist often face problems in their implementation,” he said.
In general, the cash execution of the Crimean Federal Target Program currently amounts to 50 billion rubles - 31% of the annual volume, the minister specified.
As the minister noted, work at 501 sites - approximately 80% - is being carried out according to schedule. At the same time, in Sevastopol, lags were recorded at 22 objects - 22%, in the Republic of Crimea - at 72 objects, or 16%.
The most problematic object of the Federal Target Program in Sevastopol is the treatment facilities of the Yuzhnye WWTP. This is also one of the most needed facilities for the city: 20 million cubic meters of Sevastopol’s wastewater does not undergo proper treatment. However, now only 6% of the work at the treatment plant has been completed.
This is due to the fact that the advance for this facility in the amount of 2 billion 50 million rubles was transferred to the contractor’s current account at PJSC OFK BANK, whose license to carry out banking operations was revoked. Due to the fault of the relevant management, the object under the contract was deprived of treasury support. A criminal case has been opened. The total cost of WWTP is 6,8 billion rubles.
Another failed project is Victory Park, for which a billion rubles were allocated as part of the federal target program. The second contractor comes to the site and abandons the work halfway through. In addition, the construction of two large healthcare facilities included in the program - an oncology clinic and an emergency hospital - has not begun. And there is not even a project for the Tavrida industrial park.
There are also problems with smaller objects. Thus, during the construction of gas boiler houses in the village of Frontovoye, their cost was unlawfully inflated by 1,2 million rubles. And a criminal case has been opened regarding this episode.
