Yesterday, the head of the region clarified to Kommersant that we are talking about the buyout of Sevastopolenergo and Sevastopolgaz. Networks of enterprises have already been transferred to the ownership of the city, and now negotiations are underway with the owners about the purchase of real estate, machinery and equipment. When asked whether the owners were ready to sell, Mr. Menyailo said: “How can they refuse? In any case, everything will be according to the law. If these are Russian owners, then one conversation, if foreign, then another. But everything will be done in a civilized manner.” He added that the price of the property will be clarified through negotiations.
Sevastopolenergo declined to comment, indicating that they did not have the information provided by Sergei Menyailo. According to a Kommersant source in Crimea, Sevastopol is also negotiating a change of ownership with the state-owned company of the Ministry of Defense of Ukraine “102 Electric Networks Enterprise,” whose power facilities are located in Sevastopol.
According to Sevastopolenergo, 82% of the company’s shares are owned by VS Energy International Ukraine. The holding did not respond to Kommersant’s request. According to Ukrainian sources of Kommersant, the co-owners of the Dutch VS Energy International Group are the president of FC CSKA Evgeniy Giner, State Duma deputy Alexander Babakov (formerly vice speaker) and the president of VS Energy International Ukraine Mikhail Spektor.
According to the Ukrainian holding, in addition to Sevastopolenergo, it manages seven distribution grid companies in Ukraine, projects in the hotel, metallurgical, and financial sectors.
Indirect confirmation that Evgeny Giner may own Sevastopolenergo is the transcript of a meeting of the executive committee of the RFU, published in Novaya Gazeta in August (its authenticity has not been disputed): the voice attributed to Mr. Giner stated that the energy sector of Crimea belongs to him. It was not possible to contact Mr. Giner.
