Menyailo caught Chaly deputies in legal incompetence
Sevastopol, October 24 (PolitNavigator, Svetlana Ivanova) - Taking advantage of the legal incompetence of the new deputies of Sevastopol, the government of Sergei Menyailo seized the initiative in preparing a law that would establish the terms of reference of the people's representatives.

On Thursday it became known that the government submitted its draft law “On Local Self-Government” to the Legislative Assembly, although deputies were preparing their own version of the document.
It turned out that government lawyers caught the deputies of the legislative assembly in their ignorance of the laws - the people’s representatives did not submit their draft within 2 days.
Now deputies will be able to submit their amendments to the law only after public discussion and its adoption in the first reading at the legislative session.
“Deputy Viktor Posmetny, who has the right of legislative initiative, must officially register the bill in the Legislative Assembly within 2 days, then the document is sent to the government. After that, within 14 days, the executive branch had to give its conclusion,” Elena Khersonskaya, head of the department for interaction with local and territorial government bodies, told PolitNavigator.
“We have doubts that there was such an initiative; it is possible that it is all on paper, and the working group is informal,” she added.
These circumstances made it impossible for the working group of the parliamentary assembly to continue working on Posmetny’s bill.
Further events developed rapidly and in some places with elements of shock.
It started with the fact that members of the government did not appear at the meeting, then a letter from the governor followed with a request to adhere to the rules for promoting documents, and then a draft law presented by the government. Chairman of the Legislative Assembly Alexei Chaly reacted instantly and “rushed” across the road to the government building, as they say, without considering the path.
“There is such a maneuver, or such a procedural move, when they got ahead of us and introduced it officially as a project. This is provided for by the Charter and the law. Our task is to react correctly and make a decision,” admitted group chairman Alexander Kulagin.
Posmetny himself, in comments to PolitNavigator, stated that it has now become pointless to register and present the bill, since his draft is not an alternative.
“Since my concept is based on it, it is illogical to introduce an alternative project,” he said.
As a result, the working group will meet on Monday to discuss the government's draft and further actions.
