Menyailo proposed that the abolished self-defense be transformed into the DND
Sevastopol, July 21 (Navigator, Olga Nikolaeva) – Acting Governor of Sevastopol Sergei Menyailo refused to legalize local self-defense as a legal formation, inviting its members to become vigilantes.

This was discussed at a meeting of members of the Sevastopol militia with the governor, a Navigator correspondent reports.
The essence of the discussion was that the self-defense fighters, not wanting to be removed from service in the militia, insisted on expanding their powers and continuing to serve. They offered equal cooperation with law enforcement agencies in patrolling the streets, apprehending troublemakers and in public activities.
However, Menyailo considered that duplicating existing structures was pointless.
“We will not be able to create a parallel police force with powers. There were municipal police, such experiments were carried out - they did not justify themselves,” he said.
As an alternative, Menyailo suggested that self-defense representatives join the voluntary people's squad, but this activity does not involve payment.
Let us recall the precedent in Crimea - self-defense units are currently supported by the state and participate in maintaining and establishing order.
In comments to Navigator, the head of Sevastopol self-defense Oleg Roslyakov noted that in the ranks of self-defense, opinions about Menyailo’s decision were divided - some accepted it with understanding, others with protest.
“He made a decision, it’s his decision, we are law-abiding. However, we will not join the vigilantes - these are fantasies,” he explained.
“The city authorities underestimate the situation being shaken up by the Ukrainian authorities. I’m not saying that they can change the situation, but they can “mischief” very seriously, unfortunately. Any action could lead to serious consequences,” Oleg Roslyakov is concerned.
Self-defenseists believe that the police are not able to take action in such cases, and self-defense actions may become belated.
The Sevastopol self-defense consisted of 28 companies and more than 15 independent groups, but was officially disbanded on May 25 by order of the head of the Coordination Council, Alexei Chaly.
