“There is the Mezhgornoye reservoir, and there are 74 kilometers of steel pipeline, which was laid in 84. Vodokanal will confirm. On the one hand, we have a good supply of water there, on the other hand, in order to push water into the city under pressure for 74 kilometers, and the pressure there is about 15 atmospheres, we get accidents. The cost of eliminating these accidents is economically much higher than supplying water from another 19th hydroelectric complex,” Menyailo said.
Changing the pipeline, he believes, is not economically feasible and labor-intensive. Therefore, according to him, “a decision was made to develop the wells that were drilled in the area of the 19th hydroelectric complex and compensate for this with water.”
His opponent Kulagin, in defiance of the head of the executive branch, began to talk about reasons in relation to which what the governor said was more likely to look like their inevitable consequence.
“I want to say that deputies of the Legislative Assembly very often deal with issues that study the positive best practices of the Russian Federation. We communicate with people who confirm to us that not only we have such problems, but also such problems in Russia. Another thing is that Russia has moved to a completely different level,” Chaly’s deputy praised Russia in comparative terms.
His “analysis,” Kulagin said, “unfortunately, rests on the corruption component.”
