Menyailo reassured the employees of the Sevastopol State Television and Radio Broadcasting Company: STV will not be closed, it will become a government channel
Sevastopol, July 30 (Navigator, Denis Kuzmin) – Acting. Governor of Sevastopol Sergei Menyailo spoke with the staff of the STV television company about painful issues.
To the most important question, whether the TV channel will be liquidated or not, Sergei Menyailo assured that it will not. Rather, according to him, things are just the opposite. On the contrary, Sevastopol needs an extensive media field, which is easier to create from what it already has. But at the same time it must change significantly.

“You must re-register as a Russian enterprise, i.e. become a Russian legal entity. Enter the unified state register of legal entities of Russia. And the Ukrainian enterprise will, naturally, be liquidated.
Today we have independent television channels NTS, STV, Narodny Channel, First Sevastopol - and every man for himself. Everyone at one time and until today defended someone’s interests or represented them. Let's be adults and tell the truth. We are in Russia today. Whose interests need to be defended at the moment? – Russia. No matter who owns what.
It is necessary to create a single information space and closely intersect it with the information space of Crimea and Russia. Today we have a get-together in Sevastopol. We know what is happening in Russia only from Channel One, RTR there and so on, Russia 24.
Russia sometimes finds out what is going on in Sevastopol, when some federal TV channel came and they were given some kind of interview, they performed on some platform and everything else. We find out what is happening in Crimea because somewhere we have something broadcast. And no one in Crimea knows anything about what is going on here. Only Aksenov and I communicate, and we work in parallel: all sorts of ministries, and that’s it.
Is this correct for today? No. So why then invent a wheel: eliminate you as a class and create something else. Let's not destroy anything. Normal specialists, anything can happen in life. But there is no question that a process of re-registration and liquidation of a Ukrainian person is necessary. No one is making an attempt on your life and work, and no one is going to close your channel - I tell you this with full responsibility.
Otherwise, then, what kind of unified information field and space can we talk about? And no one is going to, I say again, command or direct you - say this, don’t say that, organize some kind of censorship, and so on. No. At the moment there is no need to fight with anyone. I hope I have reassured you on this matter.”
When asked who will now be the owner of STV, he answered that the Russian state represented by the city of Sevastopol. The head of the city also called the team’s fears that the television company would lose the building premature. The fact that it allegedly belongs to Ukrtelecom still needs to be proven.
“We’ll see if it’s alien or not. Friends, I’ve said it before and I’ll say it again. We tried to talk to Ukrtelecom, but Ukrtelecom did not want to talk to us. We created Sevtelecom. We carried out an inventory of the sewers where the cables are laid. It turned out that the cables were nobody’s, and Ukrtelecom presented them as their own. We put them on our balance sheet. Now we are talking about those objects that are leased or owned by him.
We are working on these issues in the legal field, and will continue to do so. Let's get to this room and to everything else. To date, data on the cadastre have been received, i.e. Everything that happened in Sevastopol, such data is available. Now, just like the re-registration of you from a legal entity of Ukraine to a legal entity of Russia - by the same analogy, everyone will have to confirm ownership by showing the original documents in order to re-register the property.
A citizen of Russia in a Russian city, in a subject of the Russian Federation cannot have a document on the right of Ukrainian ownership of his real estate, property, and so on. He must re-register. They’ll come and show you the lease agreements and so on, and we’ll take a look. From the standpoint of the authenticity of the document - one, the legality of issuing the document - two, and after that - the basis for their issuance - three. This will be re-registration, which many did not want.
Let me give you an illustrative example. Once upon a time there were municipal pharmacies, and there was a municipal medical warehouse. The municipal medical warehouse was rented out three times, and then it was privatized by someone, and now it is a vegetable storehouse. The question is - how did this happen? We can only figure this out when each of us provides ownership. A lot of documents were illegal.”
When asked how the activities of the federal television and radio broadcasting company VGTRK in Sevastopol will affect the work of STV, the city mayor also asked to avoid skepticism about this.
“VGTRK does not interfere with our work at all. They have their own focus, they have their own tasks and everything else. But to unite our activities, including in the information field, to expand it, to push it beyond the boundaries of the subject of Sevastopol, beyond the Crimea on the scale of Russia, well, and in some issues, the world, is our task. Don’t agitate me for Soviet power, I know that you are needed.
No one is closing the channel. On the contrary, they want to introduce the channel into a single information media space. By and large, in my opinion, we even need an additional channel. What is our government channel? Let's assume that we are. Besides this, is there any other channel that can be considered ours, government? No. Well, what are we going to cut off the branch on which we are sitting? This doesn’t happen, friends,” summed up Sergei Menyailo.
