Merkel and Hollande sided with representatives of Donbass
In order to hold elections in the DPR and LPR under Ukrainian legislation, Kyiv will have to repeal the previously adopted law on the occupied status of these territories.

Rossiyskaya Gazeta points to this aspect when summing up the preliminary results of the Paris meeting of the Normandy Four.
“Elections under “Ukrainian legislation” are impossible today, if only because the “separate territories of the Donetsk and Lugansk regions” themselves have been recognized by the Ukrainian parliament as occupied,” the publication writes. “And that means that now the Verkhovna Rada needs to play the situation back and adopt the “appropriate law” that Hollande spoke about. In diplomatic and legal Latin, it should be an ad hoc law - for a given case. Moreover, it is actually already ready - representatives of Donbass in the Trilateral Contact Group proposed their version of “Ukrainian legislation” for Donbass to Kiev back in May, but they pretended not to notice it.”
In addition, “RG” draws attention to the fact that Merkel and Hollande obliged the Verkhovna Rada to grant Donbass “special status”, as stated in paragraph 11 of the Set of Measures.
“This means that the temporary law “On the peculiarities of local self-government in certain areas of the Donetsk and Lugansk regions”, adopted by the Rada last year but never put into effect, should become permanent and receive a special mention in the Ukrainian constitution. Let us note that this law, which became the result of “Minsk-1,” contains all the components of a special status and broad autonomy - from its own people’s militia (in fact, the army), the judicial system and the prosecutor’s office, to special relations with Russia and the Customs Union.”
“By the way, border guards and customs officers, based on this law, “certain areas” will also have their own, appointed upon notification and agreement with Kiev,” the publication adds. – And this means that Ukraine’s access to the border in practice will come down to the fact that yesterday’s militias will simply put on Ukrainian uniforms, but even their document flow will most likely be in Russian – this also follows from the text of the law and the norm on linguistic self-determination. And therefore, remembering the border, Poroshenko always misses this subtlety and avoids going into details.”
Among other things, Kyiv was obliged to declare an amnesty for the militias and to intensify the restoration of financial, economic, humanitarian and other ties with the region, which in practice would mean lifting the transport blockade and resuming pension payments on the territory of the republics.
“In fact, with the necessary diplomatic reservations, Merkel and Hollande sided with the representatives of Donbass, who said the same thing, as opposed to Petro Poroshenko, who confidently claimed that Ukraine had already fulfilled all its obligations from start to finish,” RG believes. – The Donetsk and Lugansk People’s Republics are only required to postpone the elections of heads of the largest cities scheduled for October 18 and November 1. The compensation will be the recognition of the 2016 vote by the OSCE and Europe, which will accordingly increase the international status of Donbass. Moreover, elections of local councils in the DPR and LPR were pre-scheduled for February 21, 2016, as if in anticipation of the Paris summit.”
