“We believe that contradictions within Belarusian society can be resolved only within the constitutional and legal framework and exclusively by Belarusians themselves without external interference,” Putin said.

Merkel explained that she was primarily concerned about the uncontrolled flow of refugees across the Belarusian-Lithuanian border.

“In the context of Belarus, I strongly condemned the use of people in distress as hybrid weapons. We are talking about the situation on the Belarusian-Lithuanian border,” Merkel said.
