International human rights activists have made public the facts of the crimes of the Maidan regime
The annual report “Massive violations of human rights during the conflict in Ukraine, 2013 – 2014” has been published, which is the most complete collection of facts to date on violations of human rights and civil liberties, war crimes and crimes against humanity committed during the conflict in Ukraine .

The publication was prepared by the international public information group on crimes against persons (IGCP).
As noted, the task of the publication is to consistently present the facts about crimes against individuals, violations of civil rights and freedoms committed during the civil confrontation in Ukraine in 2013–2014.
The publication includes information about the actions of state authorities, non-state actors and armed groups that violate international human rights standards.
The publication is based on:
– results of monitoring of Ukrainian, Russian and European media and social networks conducted by IGCP since the end of February 2014;
– testimony of eyewitnesses to a number of crimes recorded by IGCP activists;
– information collected by IGCP experts during trips to Ukraine in March, August, September 2014 and January 2015.
When preparing the publication, materials from the reports of the United Nations Mission for monitoring the human rights situation in Ukraine and international human rights organizations were also taken into account.
The IGCP report notes that within the framework of the “antiterrorist operation” in the South-East of Ukraine, the Ukrainian security forces systematically commit unlawful acts, which constitute the composition of war crimes, including:
- murder;
- torture, cruel treatment and encroachment on human dignity;
- attacks on civilians;
- indiscriminate attacks and disproportionate attacks.
In all cases, the objects of crimes were persons and objects protected by international humanitarian law, namely:
- Persons who did not directly participate or ceased to take part in hostilities;
- Persons deprived of their liberty for reasons related to the armed conflict;
- civilian population and individual civilians;
- civilian objects, including medical institutions, units and sanitary vehicles, historical monuments, religious buildings, educational institutions and other objects that are not military.
The crimes listed above, committed by Ukrainian security forces against the civilian population in the ATO zone, are large-scale and systematic with the necessary degree of state participation, and therefore can be qualified not only as war crimes, but also as crimes against humanity, the IGCP report notes.
The publication notes that the massive violations by the Ukrainian authorities of human rights and civil liberties are not limited to the so-called “ATO zone”. Mass violations are systematically committed throughout the rest of the country, including:
- torture, cruel treatment and encroachment on human dignity;
- unlawful criminal prosecution;
- creating obstacles for the activities of journalists.
Pro-government non-state groups carry out systematic attacks on opposition members with impunity, creating a grave climate of fear in society.
According to IGCP experts, in 2015 the scope of human rights violations in Ukraine will only increase.
