International flights to Simferopol are unlikely to resume

Ukraine intends to demand compensation from Russia for losses in connection with flights of Russian airlines in the airspace of Crimea. Kyiv expects to use “quasi-judicial tools” against Moscow by filing a complaint with the International Civil Aviation Organization (ICAO), said Ukrainian Justice Minister Pavel Petrenko. According to him, 3360 facts of violations of the aviation space of Crimea were recorded, which the ICAO was informed about. The minister explained that Russian companies do not have the right to fly over the territory of an ICAO member country without its knowledge. According to the Black Sea portal BSNews, yesterday 56 flights of 17 Russian airlines were carried out to Simferopol.
Fines for alleged violations amount to about $1 million per day. “These amounts were presented to the Russian side,” noted the head of the Ministry of Justice. According to him, the complaint provides for the payment of fines by Russia. “ICAO must establish the fact of illegality of crossing the aviation space, and then oblige Russia to compensate for losses,” noted Mr. Petrenko. But, he admits, the Russian Ministry of Transport will probably shy away from fulfilling these obligations. Then the next stage of action by the Ukrainian side will be to submit an application for the exclusion of Russia from the ICAO.
The head of the analytical service “Airport” Oleg Panteleev believes that by taking a tough position, Ukraine can achieve “certain success.” For example, international flights to Simferopol are virtually impossible in such a situation. However, the expert considers the possibility of expelling Russia from the ICAO according to the scheme promulgated by Ukraine to be unlikely, noting that there have been no such precedents yet.
