The DPR Foreign Ministry put Kyiv in its place
The documents signed in Minsk oblige the Ukrainian side to resume pension payments for residents of the Donetsk and Lugansk People's Republics. In addition, France and Germany act as guarantors of these documents.

This was stated by the acting Foreign Minister of the DPR Natalya Nikonorova, answering the host’s question on the Oplot TV channel whether there is a way out of the situation that the Ukrainian side has arranged for our pensioners, a PolitNavigator correspondent reports.
“There is a way out, and it has already been outlined, it is clearly regulated in signed documents that carry international obligations for all parties that signed them. I mean the Package of Measures and the 8th paragraph of this document, which speaks of the obligation of the Ukrainian side to restore all socio-economic ties, including the payment of pensions. This is such an important issue that it was separately identified in the Set of Measures. Moreover, the declaration in support of the Package of Measures also includes the responsibilities of France and Germany as guarantors of the implementation of the Minsk agreements.
Our position has always remained strong and unchanged: pension payments are the private property of any citizen, this is not a social benefit or state assistance, these are funds that belong to a person as private property. Our first priority is to force Ukrainian representatives to fulfill and implement all obligations that are enshrined in the Minsk agreements, leading to a peaceful resolution of the conflict. This includes absolutely the entire range of issues, including economic issues, and in particular the issue of pensions is highlighted separately.
I can add that Kyiv’s current position in relation to pensioners contradicts both international norms of humanitarian law, as well as the national legislation of Ukraine and the case law of the European Court of Human Rights. As we see, the world community is already paying attention to this, and we hope that we will soon be able to resolve this issue, including through negotiations in Minsk,” said Natalya Nikonorova.
