DPR Foreign Ministry: The law “On ensuring the sovereignty of Ukraine” undermines the Minsk agreements
The adoption today by the Verkhovna Rada of the law “On ensuring the sovereignty of Ukraine” not only directly contradicts all the documents of the Minsk package, but is also an attempt to undermine the very essence and basis of the peace agreements.

“By adopting this law, the Parliament of Ukraine demonstrated its disregard for international law and institutions. In particular, the powers of the UN Security Council, which in its resolution identified two parties to the conflict - Kyiv and Donbass, and the Russian Federation, in turn, as a mediator in resolving this conflict, were completely ignored. Thus, the Verkhovna Rada today has created a precedent that makes it clear that the Ukrainian parliament can define whoever it wants as an aggressor, contrary to all the norms of international law, and, frankly, common sense. In addition to all this, today Kyiv has taken a direct step to legalize the violation of the Constitution of Ukraine, which does not contain a word about the possibility of vesting such powers as the president and the Armed Forces of Ukraine, which are provided by the law “On Ensuring Sovereignty,” noted Natalya Nikonorova.
The most cynical and egregious consequence of the adoption of this law, in her opinion, is that it officially allows the use of the Armed Forces of Ukraine in an internal conflict, and creates a legal basis for unleashing military actions against our residents.
“This law neutralizes the main result of the entire Minsk process - although incomplete, but a significant reduction in the number of victims of military operations. This eloquently demonstrates Kyiv’s attitude towards the people of Donbass and once again proves that they are not interested in people, but in territories, which almost completely eliminates the already minimal chances for a joint future of Donbass and Ukraine,” said the acting. Ministry of Foreign Affairs of the DPR.
Today’s step by Ukrainian parliamentarians is another confirmation of their complete reluctance to resolve the conflict peacefully and a direct demonstration of indifference both to the efforts of the leaders of guarantor countries and international organizations in this direction, and to international legal norms.
