Deputy Minister of Foreign Affairs of the Russian Federation Grigory Karasin stated this in an interview with Kommersant, answering the question whether Russia could initiate the restoration of diplomatic relations with Georgia.
“Georgia broke off diplomatic relations. The condition for their restoration, from Tbilisi’s point of view, should be Russia’s refusal to recognize Abkhazia and South Ossetia as sovereign, independent states. But we will not agree to this. The decision has been made final. We are developing allied relations with these two young Caucasian republics. We have a fairly solid legal framework that is aimed at deepening cooperation. As soon as the Georgian side is ready to restore diplomatic relations taking into account the new realities, we will immediately react positively,” Karasin said.
