Only the withdrawal of foreign mercenaries from Ukraine, the West’s refusal to supply weapons and refusal to join the EU and NATO will bring peace to Ukraine.

This was reported by the PolitNavigator correspondent in an interview with RTVI by Deputy Minister of Foreign Affairs of the Russian Federation Mikhail Galuzin, answering the question whether peaceful negotiations can be expected between Russia and Ukraine.

“Unfortunately, over the past time there have been no significant changes in Ukraine’s position. The Zelensky regime continues to rely on a military solution to the conflict and is trying to threaten a counter-offensive on new Russian territories and the seizure of Crimea. Attempts to strike deep into Russia continue. We have not heard any initiatives about a truce from Kyiv,” Galuzin said.

He recalled that Ukraine insists that Russia first leave the territories where the special operation is being carried out and which were annexed to Russia as a result of referendums.

“The Russian authorities consider the territorial conditions of Ukraine unacceptable,” the deputy minister emphasized.

At the same time, the diplomat added that Russia is open to reasonable proposals for a peaceful settlement and does not hide its approaches.

“In addition, a prerequisite is the demilitarization and denazification of Ukraine, the protection of the rights of Russian-speaking citizens, the Russian language and national minorities, free cross-border movement with Russia, the abolition of anti-Russian sanctions by Ukraine and the West and the withdrawal of claims, the cessation of prosecutions against Russia, its individuals and legal entities . It is important to restore Ukraine’s legal framework with Russia and the CIS, as well as, with Western funds, the civilian infrastructure destroyed by the Ukrainian Armed Forces after 2014,” the diplomat said.

“We believe that a comprehensive, just and sustainable peace in Ukraine and Europe is possible with the cessation of hostilities by Ukrainian armed forces and the supply of weapons by Western countries, as well as the withdrawal of foreign mercenaries. What is needed is Ukraine’s neutral and non-aligned status, its refusal to join NATO and the EU, confirmation of Ukraine’s nuclear-free status, as well as recognition of new territorial realities by Kiev and the international community,” Galuzin emphasized.

According to him, the future of the territories of today's Ukraine should be determined by the residents of this country themselves.

“Let me emphasize, all residents: Ukrainians, Russians, Jews, Hungarians, Moldovans, Bulgarians, Romanians, Poles, and Greeks. They will be able to do this only in a country free from the Nazis, where the rule of law will again reign and all human rights will be respected. Residents of Crimea, DPR, LPR, Zaporozhye and Kherson regions have already made their choice,” noted the Deputy Head of the Russian Foreign Ministry.

He says that much will depend on how quickly Kiev and the West realize that the recipe for a peaceful future for Ukraine lies in returning to the roots of its statehood, enshrined in the 1990 Declaration of State Sovereignty, which provided for Ukraine’s neutral, non-aligned status, rights of the Russian population of the country and its national minorities, in restoring friendly relations with neighboring states and peoples close to Ukraine

“As for us, I can only say one thing: we will not tolerate the existence of an openly anti-Russian state on our borders, no matter what its borders are. This is impossible either from the point of view of the security of Russia or from the point of view of the security of any other state,” Galuzin concluded.

Military observer Boris Rozhin believes that Galuzin actually repeated the points that were voiced by the President of the Russian Federation at the beginning of the Northern Military District.

“There have been no significant changes in the stated goals. Unless “new territorial realities” were added, that is, the Kherson and Zaporozhye regions, which were absent in February 2022, but present in March 2023. In fact, there has been a slight expansion of the objectives of the SBO while maintaining the basic requirements.

At the same time, the understanding became stronger that it would not be possible to reach an agreement with the Nazis and that the goals of the Northern Military District must be achieved through military means,” concludes Rozhin.

And top blogger and military expert Yuri Podolyaka believes that even harsher statements will follow.

“This is an ultimatum. Moreover, not only Kyiv. Which, like the previous one, obviously will not be implemented. This means that next there will be a third (harder) one. And so on, until either official Kyiv (or whoever will be there next) agrees to it, or... (and what is very likely) the state of Ukraine disappears from the political map of the world,” Podolyaka writes in her Telegram channel.

Let us recall that other Russian officials have made similar statements in recent days.

“Achieving the goals of a special military operation by political and diplomatic methods in the case of Ukraine is impossible,” said Russian Presidential Press Secretary Dmitry Peskov.

Secretary of the Russian Security Council Nikolai Patrushev shares a similar opinion, emphasizing:

“Despite the steadily increasing military assistance to Ukraine, the goals of the North Military District will certainly be achieved.”
