“Russia is extremely concerned about the development of the situation in Ukraine.

In recent days, in the capital and a number of other cities of the country, there have been armed clashes between militant thugs, militants from far-right nationalist organizations, and law enforcement units that defended the safety of civilians and the interests of the state.

The agreement on resolving the crisis in Ukraine of February 21 is not being implemented, despite the fact that its signing was witnessed by the foreign ministers of Germany, Poland and France, and the United States, the European Union, and other international structures welcomed this document.

The militants are not disarmed, they refuse to leave the streets of the cities that they actually control, to vacate administrative buildings, and continue acts of violence.

It is surprising that a number of European politicians have already rushed to support the announcement of holding presidential elections in Ukraine in May this year, although the Agreement of February 21 stipulates that elections should take place only after the completion of constitutional reform. It is clear that for the success of this reform, all political forces of Ukraine and all regions of the country must participate in it, and its results must be submitted to a national referendum. We are convinced of the need to fully take into account the concerns of the deputies of the eastern and southern regions of Ukraine, Crimea and Sevastopol, voiced at the congress in Kharkov on February 22.

They cause deep concern from the point of view of the legitimacy of the action in the Verkhovna Rada of Ukraine. Referring in fact only to “revolutionary expediency,” they are churning out “decisions” and “laws,” including those aimed at infringing on the humanitarian rights of Russians and other national minorities living in Ukraine.

There are calls for an almost complete ban on the Russian language, lustration, the liquidation of parties and organizations, the closure of objectionable media, and the lifting of restrictions on the propaganda of neo-Nazi ideology.

Threats began to be made against Orthodox shrines.

National radicals continue to mock monuments in various Ukrainian cities, and in some European capitals their like-minded people desecrate memorials to Soviet soldiers.

This development of events undermines the Agreement of February 21, discredits its initiators and guarantors, and creates a threat to civil peace, the stability of society and the safety of citizens.

We are forced to note that the position of some of our Western partners is not a concern for the fate of Ukraine, but a unilateral geopolitical calculation. We do not hear any principled assessments of the criminal actions of extremists, including their neo-Nazi and anti-Semitic manifestations. Moreover, wittingly or unwittingly, such actions are encouraged. There is a strong impression that the February 21 Agreement, with the tacit consent of its external sponsors, is being used only as a cover to promote the scenario of a forced change of power in Ukraine through the creation of “facts on the ground” without any desire to seek a pan-Ukrainian consensus in the interests of national reconciliation. Particularly alarming are attempts to involve international structures, including the UN Secretariat, in justifying this line.

We strongly urge everyone involved in the crisis in Ukraine to show maximum responsibility and prevent further degradation of the situation, return it to the legal mainstream, and firmly suppress extremists who are aiming at power,” the Russian Foreign Ministry states.
