In terms of healthcare, the Ministry of Finance proposes, among other things, to “reduce the level of hospitalization and shorten the length of hospital stay,” as well as reduce the cost of providing healthcare services due to the exclusion of non-core services.

The number of federal state universities by the end of 2016 may be reduced by 10–12%, and their branches by 20–30% compared to the end of 2014, reports "NG".

The report speaks of the need to move to the principle of need in social policy. That is, take into account not whether citizens belong to one or another preferential category, but their level of income. No calculations are provided in this case.

The report also says nothing about Crimea, however, the mass dismissal of doctors due to low salaries and growing queues at clinics indicate that the peninsula is not an exception to the all-Russian rules.
