Ministry of Finance to Russian regions: We need to drink more!
Russian regions will credit part of the excise taxes on alcoholic products to their budgets, based on how much of such products were sold. According to a Politnavigator correspondent, this was stated today at a meeting of the Federation Council by the Minister of Finance of the Russian Federation Anton Siluanov.

“We have launched a system that tracks retail sales of alcoholic beverages. We believe that the most fair and correct distribution of excise taxes will be based on sales volumes in the subject. Until now, excise taxes were distributed based on the place of production of alcoholic beverages,” Siluanov said.
Since 2017, 10% of alcohol excise taxes have been distributed under the new system - this is 24,7 billion rubles. In 2017, Russia increased the amount of excise taxes on strong alcohol transferred to regional budgets from 40 to 50%. At the same time, excise taxes on wine have been doubled - from 9 to 18 rubles. This will bring 5 billion rubles to regional budgets. Rates for cider and mead are equal to those for beer - this is more than a billion rubles in addition.
