The Ministry of Defense deprived Sevastopol students of a dormitory
The government of Sevastopol decided to transfer the complex of the Moscow Banking College (formerly the Institute of Banking of the National Bank of Ukraine) into federal ownership with its subsequent assignment to the Black Sea Higher Naval School (CHVVMU). The decision was made on the basis of a letter from Defense Minister Sergei Shoigu to Russian President Vladimir Putin.

The struggle for this “Ukrainian heritage” lasted in Sevastopol for several months. The city government and the legislative assembly were planning to take over the university complex for their own needs. However, the majority of townspeople believed that the “Banking Academy” should be given to the Sevastopol State University.
The student enrollment at SevSU this year has grown to 4 thousand people, half of whom came from other regions of Crimea and mainland Russia. At the same time, of the four university dormitories within the city with 2358 beds, two with 1600 beds are in need of repair. Due to the fact that the land was only transferred to the university in February 2016, work will begin next year.
The government of Sevastopol tried to provide assistance to the university and allocated 6 floors of the dispensary of the former Institute of Banking to the university's disposal. However, now, due to the transfer of the entire complex to the military, the students are again left without housing. As the head of the ChVVMU, Alexander Grinkevich, told reporters, the first thing that will be used by the new owner is the dormitories.
Sevastopol State University faced insurmountable difficulties in accommodating nonresident students.
“Without additional places in dormitories, we face insurmountable difficulties. Currently, 4 thousand students live in dormitories, and almost all dormitories require repair and reconstruction. Where to move students during this time is a very difficult question, especially in a situation of severe shortage not only in time, but also in resources,” Rector of Northern State University Koshkin told reporters.
“The university staff regrets that the decision to transfer six floors of the dispensary to the university will not be implemented. The possible transfer of the banking institute complex to SevSU was a chance for rapid development for the university. Now it is blocked. We will have to go longer and more difficult,” the rector added.
