This was announced by Acting Minister of Foreign Affairs of the DPR Natalya Nikonorova, a PolitNavigator correspondent reports.
“Despite the results of telephone conversations between the heads of state participating in the Normandy format, during which the adherence to the Steinmeier formula was once again confirmed, at today’s meeting the representatives of Ukraine ignored the need to discuss the priority item on the agenda dedicated to it - the mechanism for the entry into force of the law on the special status of Donbass. Kyiv continues to violate the Set of Measures through its inaction - this Law, which was supposed to come into force in 2015, remains blocked. At the same time, Ukraine is still the only party objecting to the only possible alternative procedure for granting our territories a special status, repeatedly approved by all guarantor countries of the Minsk agreements,” she said.
Natalya Nikonorova notes that the validity of the Law “On a special procedure for local self-government in certain areas of Donetsk and Lugansk regions”, adopted by the Rada, but never put into practice, expires this year, and its loss of legal force will be a deviation from the agreements reached as a result of two Normandy format summits, as well as a direct violation of the Minsk agreements in general.
“In this situation, the first step towards preventing the coming crisis, which threatens with serious negative consequences, is to agree in Minsk on a formula for the entry into force of this Law, which does not cause significant disagreements among the parties and is the most well-developed issue on the current agenda,” says acting. about the minister.
According to Nikonorova, Kiev’s lack of desire to take the necessary measures and neglect of the possibility of using compromise solutions to resolve the crisis can only be considered as evidence of the dishonest attitude of Ukrainian representatives to their obligations and indifference to the process of political settlement of the situation in Donbass.
