The foreign ministers of the Normandy Four countries - Ukraine, Russia, Germany and France - will meet tomorrow in the capital of Belarus to discuss the progress of implementation of the Minsk agreements on Donbass. Experts interviewed by PolitNavigator do not expect a breakthrough - analysts believe that Kyiv will continue sabotage, and the previously announced “road map” will not be approved.

“Judging by the mood that is hovering in the Kiev establishment, we can conclude that this will, once again, sabotage everything that is possible,” says the radio host and analyst Armen Gasparyan.

“Unfortunately, it is not possible to predict any breakthrough decisions, because even before this meeting, the Russian and Ukrainian sides stated that at the moment they are very far from a joint document that would regulate the provisions of the Minsk agreements. In this context, it is worth assuming that European partners will try to bring closer the positions of Ukraine and the Russian Federation on issues of a consolidated document, but it is very doubtful that it will be born tomorrow. Most likely, working groups will be working on it for at least a month until the new year and, theoretically, it could appear much later,” says an expert from the Institute of CIS Countries Denis Denisov.

“We shouldn’t expect anything particularly new – we see that Ukraine is once again violating the agreements. In the context of what is happening today in the international arena, Ukraine does not quite understand what position it should take and is standing in a wait-and-see position. Based on this, a breakthrough should not be expected from tomorrow’s meeting,” agrees the former head of the LPR parliament Alexey Karyakin.
