The Ministry of Telecom and Mass Communications proposes to include in the draft resolution on limiting the purchase of foreign software by government agencies a clause according to which documentation on software purchases at public expense should include the condition that suppliers must work throughout the country, including Crimea and Sevastopol, Communications Minister Nikolai Nikiforov said yesterday at a meeting with domestic developers . “Those who do not indulge in territorial discrimination will be able to work,” he said.

It has been prohibited for any American companies to supply goods, services and technologies, including software, to Crimea since December 19, 2014, when the corresponding decree was signed by US President Barack Obama.

The ministry, in particular, intends to create a register of domestic software and oblige government agencies and companies with state participation to purchase software only from this list. If the required software is not in the registry or does not meet some criteria, organizations will be able to purchase foreign analogues by providing a written justification. According to the plans of the Ministry of Telecom and Mass Communications, restrictions will begin to work on July 1, 2015.

Last week, the State Duma Commission for the Development of Strategic Information Systems also made a proposal to limit foreign software suppliers who do not provide services in Crimea. She is developing amendments to the law “On the Contract System”, providing preferences in government procurement to domestic developers and prohibiting foreign IT companies that do not operate in Crimea from participating in tenders.

According to the National Association of Electronic Commerce Participants, the top five most popular vendors among Russian government customers include the American Microsoft and Oracle. At the end of 2013, Microsoft earned 11,34 billion rubles from government procurement in Russia, Oracle - 3,2 billion rubles. Based on the statement of the Minister of Communications, Russian government agencies will soon have to completely abandon the products of these vendors.

State Duma deputy Vadim Dengin says that this rule should be extended to other sectors of the economy. “Help to develop the region, you will also receive support,” says the deputy.
