The Ministry of Telecom and Mass Communications is technically ready from July 1 to begin a pilot project in four regions of the South of the Russian Federation to issue electronic identity cards to citizens instead of paper passports.

The head of the ministry, Nikolai Nikiforov, told reporters about this on Friday.
“We are ready to start on July 1, but we need to make a number of decisions about the pilot. But until the decision has been made, we are working on additional technical and legal details,” the minister is quoted as saying. «РИА Новости».
According to Nikiforoa, the decision may be formalized as amendments to legislation, a presidential decree or other regulations.
It is expected that the pilot regions will be the Republic of Crimea, Sevastopol, Krasnodar, and Rostov-on-Don.
“They are nearby, they will allow us to form a unified ecosystem,” explained the head of the Ministry of Telecom and Mass Communications.
“We must move away from the archaic form of a paper general passport to a modern ID. It will be similar to a driver's license, all the information on it will be electronic. The ID will be much more secure than a paper passport,” the minister said.
The new passport will be a contactless card, the chip of which contains information about the citizen and his electronic signature. “This will give every resident the opportunity to unlimitedly use the entire range of electronic services that he wants,” the minister noted.
According to Nikiforov, at the first stage, obtaining an electronic passport should be carried out on a voluntary basis.
“In no case should there be any deadlines or mandatory procedures; for now, it will have to be issued on a voluntary basis to those who want to interact more effectively with electronic services,” the minister assures.
