The purpose of creating the ministry, defined by presidential decree, the publication notes, speaks of its temporary nature: increasing the efficiency of activities to integrate Crimea and Sevastopol into the economic and legal system of Russia. The powers of the ministry will include the development of state programs for the development of the region, coordination of the activities of departments for their implementation and control over regional authorities.
Let us remind you that the new department will be “registered” at three addresses at once: in Moscow, Simferopol and Sevastopol.
The decision to create a ministry for Crimea is spectacular, but not effective, believes Igor Nikolaev, director of the FBK Institute for Strategic Analysis.
“It was not at all necessary to create a separate department if there is a Ministry of Regional Development. The desire to highlight the significance of this, in my opinion, is already crossing all boundaries,” the expert states.
“The Far Eastern Ministry and a number of other precedents of this type did not work, I hope that it will work this time,” notes, in turn, Igor Yurgens, Chairman of the Board of the Institute of Contemporary Development Foundation.
Thus, he emphasizes, historically the creation of the Ministry of Crimean Development is not very effective.
“This is a limited specific case; when the work is completed - on the bridge, on the water, on bringing regulatory practices in line with Russian ones - I think it will be closed,” Igor Yurgens is sure.
