The former host of the Euromaidan, and now the Minister of Culture of Ukraine, Yevgeny Nishchuk, at a press conference in Kyiv dedicated to the celebration of the upcoming "Independence Day", the journalists present unexpectedly asked if the official would support the publication of a manual on masturbation for citizens of the country.

“I have a friend in the ministry, he works in yours. Recently, the issue of the decline of sexual culture in Ukraine has been actively discussed. That is, culture in general is falling, and sexual culture too. And there is an idea in one of your departments - to publish a brochure on the topic of sex culture. Including in the Crimean Tatar language. What do you think about the idea of the brochure “The Culture of Masturbation”? I’d really like to hear your comment,” the journalist asked, a PolitNavigator correspondent reports.
Nishchuk was silent for several seconds, pondering his answer. But then he supported the idea and suggested involving the Ministry of Health in the development of the manual:
“Of course, there is a culture in terms of sexual culture. There certainly is beautiful erotica and culture in the sphere of intimate life. If all this is beautiful, ethical and necessary for people, maybe we will also involve the Ministry of Health so that we can be careful in these information guides of ours,” the minister said.
And First Deputy Minister of Information Emine Dzheppar, who was present at the press conference, even proposed establishing a separate ministry and creating zones for sex as part of the celebration of Ukraine’s Independence Day: “I think it is necessary to propose establishing a Ministry of Sexual Policy. And I think this is a proposal to consider the possibility of creating a sexual zone, just at the event on the 24th. So with a food court and so on.”
Further, Nishchuk continued his thesis in support of the development of a manual for masturbators.
"There are no barriers that say, 'No, this is unacceptable.' If there is common sense in this, and culture, taste, and taste is a great luxury, in fact. If everything about this is beautiful and healthy for the human body, for life, for society, then why not,” Nishchuk said.
