The Russian Ministry of Defense is training to launch combined missile strikes

As part of these exercises, the missile brigade of the Western Military District located near Luga, equipped with Iskander operational-tactical missiles, will be delivered to the site at a distance of 2000 km from the place of permanent deployment by aircraft and under their own power. They will then conduct combined firings with Long Range Aviation Command bombers (which will use cruise missiles) to maximum range; the results of the shooting will be monitored using unmanned aerial vehicles, and the operation of reconnaissance and electronic warfare equipment will also be checked.
According to an anonymous military expert from Vedomosti, such a scenario from a military point of view is preferable to declaring a no-fly zone for Ukrainian air forces in the conflict zone in the Donetsk and Luhansk regions. To make a no-fly zone effective, an operation must be carried out to suppress air defense - this is exactly what the armed forces of the United States and Western countries acted in 2011 in Libya. Vedomosti's unnamed experts have serious doubts that the Russian Air Force has sufficient skills to achieve the required effect.
According to the editor of the Moscow Defense Brief, Mikhail Barabanov, the launch of missile exercises in the context of the continuing possibility of Russian military intervention has apparently already become an important factor that determines the “indecisiveness” of the actions of Ukrainian forces in the Donbass, including the “sluggish use of aviation.”
