Minsk political scientist announced the formation of a “collective Lukashenko”
The draft of a new constitution published in Belarus, providing for reform of the state system and planned to be approved in a referendum at the end of February, has facilitated the impeachment procedure of the future president.
Pro-government Belarusian political scientist Pyotr Petrovsky told Kommersant about this, a PolitNavigator correspondent reports.
He expressed dissatisfaction with the fact that the draft turned out to be a very “compromise”, since new “liberal norms” were preserved and even added.
“For example, a presidential term limit has been added, the effectiveness of which is unclear. I could understand setting the upper age limit for election, for example, at 75 years old, but the president must be a strategic figure. In addition, the impeachment procedure has been simplified as much as possible,” the expert said.
He also gave his understanding of the main idea of the constitutional changes.
“The redistribution of powers is aimed at forming a “collective Lukashenko” so that political and socio-economic gains will be preserved even after the election of a new head of state. The appointment of the Prime Minister and judges becomes collective. The VNS has defining functions and acts as a guarantor against the usurpation of power, especially through street violence,” Petrovsky concluded.
