“Based on the results of a survey of medical institutions in the region, it became clear that from the point of view of technological equipment, their status is now lower than that of the weakest region of Russia at the start of basic informatization several years ago,” Roman Safronov, deputy director of the IT department of the Ministry of Health, told CNews. “There are no local networks in hospitals; there are practically no computers, medical information systems, or digital equipment.”
The task of the Ministry of Health is to bring the level of healthcare informatization in Crimea and Sevastopol to the level of the average Russian region by 2016: set up a financial management system, ensure the work of new entities in accordance with Russian standards for compulsory medical insurance tariffs, connect to existing registers, registries, etc. , he added.
By October 2014, according to the plan, all medical organizations in Crimea and Sevastopol, as well as regional health authorities, should be equipped with automated workstations.
By September 2014, ambulance vehicles and stations must be equipped with GLONASS-based software and hardware systems.
By the end of 2014, telemedicine equipment, terrestrial and satellite communication systems should be installed in children's hospitals in Crimea and Sevastopol. Specialists must be trained in the use of equipment to provide emergency and emergency care.
Also in 2014, it is planned to organize telecommunications infrastructure and local networks in inpatient medical organizations, clinics and health authorities of the constituent entities, introduce an electronic appointment service, nosological registers, a system for recording administrative and economic activities, and ensure data exchange with the federal settlement system. compulsory medical insurance fund (FFOMS).
In 2015, the Ministry of Health intends to carry out telecommunications to all other health care facilities, introduce medical information systems in them, organize the provision of computing power and support at the regional data center for the applied components of the Unified State Health Information System (USISZ).
