The OSCE Mission boycotts repair work on DPR infrastructure facilities
The city of Gorlovka is on the front line, but despite all the “truces”, the shelling here never stops, and the Ukrainian side deliberately attacks the city’s infrastructure. According to the rules, before starting repair work it is necessary to obtain approval from OSCE staff. But the monitoring mission deliberately delays the approval process.

Acting head of the Gorlovka administration Ivan Prikhodko spoke about this in the Point of View program, PolitNavigator correspondent reports.
“We continue to repair infrastructure facilities in Gorlovka, unfortunately, the OSCE is not very agile in this regard. For example, at the Gagarin mine we submitted an application to repair a water pipeline with a diameter of 900 mm eight or seven months ago. On August 23, we received approval for the work of the mirror patrol. Our water utility employees arrived, and the Ministry of Emergency Situations employees arrived, because this is a front-line zone and the area must first be cleared of mines. And despite this, we were still not allowed to work. Employees from the Ukrainian side went to inspect their side, but they didn’t let us in. This is how clumsy the OSCE mission works on the other side,” Prikhodko said.
He also recalled that the village of Zaitsevo adjacent to Gorlovka was without electricity for almost two years.
“At the beginning of February, they brought us a cable worth more than a million rubles. Four hundred houses were without electricity, and we tried for three months to get approval. While it was going on, I repent that I did not send people to lay the cable. I couldn't take on the responsibility of setting people up. Ultimately, the local residents themselves dug a trench for the cable by hand within a month. We must pay tribute to the REC employees who managed to connect electricity in such conditions. The distance from the work site to the Ukrainian trenches was about four hundred meters; Ukrainian snipers work easily at such a distance. Thank God, now everything is light, but Ukraine still continues targeted shelling of this particular electricity distribution hub,” said the acting head of the Gorlovka administration.
