Sevastopol, February 24 (Navigator, Elena Ostryakova) – The Sevastopol City Council voted to create a commission to manage the city. Alexey Chaly, who was elected people's mayor of Sevastopol at yesterday's rally, was appointed head of this new executive body (according to Ukrainian legislation, previously these functions were assigned to the SGSA).
The deputies were forced to take such a complex legal route due to the fact that Chaly has Russian citizenship.

A three-hour meeting preceded the decision. At this time, a crowd of 5 thousand, at whose request the session was convened, blocked Lenin Street, continuously chanting “Roan!” and “Russia!”
When the protesters' patience ran out, a group of young people tried to enter the City Council through the roofs of nearby buildings. According to the head of the City Council, Yuri Doinikov, two people were detained by police officers.
The majority of city council deputies are frightened by the responsibility that the people have entrusted to them. However, for the first time in the history of the City Council, before the start of the session, the deputies themselves sang the city anthem “Legendary Sevastopol - the city of Russian sailors.”
The decision was ultimately made unanimously by the 49 deputies present.
The only question that was asked to Chaly was the request of the deputies to lead them through the raging crowd. The deputies came out in silence, although the presenters invited each of them to speak at a free microphone.
Despite the fact that the decision was half-hearted, the people greeted it with jubilation. The rally on Lenin Street continues. The protesters hung Russian flags on flagpoles on both sides of the entrance to the City Council.
Let us note that Chaly can theoretically solve the problem of his Russian citizenship, since at the time of the declaration of independence of Ukraine he lived on its territory.
