“Today in Ukraine there is no punishment for organizing paid shares, for or against any construction project, for or against any court decision, for or against any decision of an authority.
This violates the constitutional right of citizens to freely express their will through freedom of assembly,” he said on his Facebook page.
“That’s why I initiated, and my assistants developed, a draft law amending the Criminal Code to recognize the fact of organizing paid mass actions as a crime, which should be followed by inevitable punishment!” – he wrote.
“If my draft Law becomes a Law, then very soon there will simply be no people left willing to receive 3-5 years in prison for organizing fake and black actions. And then rallies, meetings and demonstrations will be only voluntary and from the heart, that is, as it should be in a civilized European country!” - the politician representing the party of Prime Minister Arseniy Yatsenyuk in the Verkhovna Rada is convinced.
The text of the bill proposes, in particular, “offering, promising or providing a person with an unlawful benefit for her participation in a mass event of a socio-political nature (rally, procession, demonstration, picketing, meeting, etc.), is punishable by a fine of up to five hundred non-taxable minimums income of citizens or arrest for a term of up to six months, or restriction of freedom for a term of up to three years.”
“The actions provided for in the first part of the article, committed repeatedly, or by an official, or by prior conspiracy by a group of persons, are punishable by a fine of five hundred to one thousand tax-free minimum incomes of citizens, or arrest for a term of up to six months, or restriction of freedom for a term of up to five years,” - the document says.
