The State Institution “Service Center for National Police Units of Ukraine” is not on the list of customers who can purchase through a negotiated procedure for defense needs. An exhaustive list of such entities is defined in the Law of Ukraine “On the specifics of procurement of goods, works and services to guarantee defense needs,” The Insider clarifies.
On November 16, 2016, the Service Center for units of the National Police of Ukraine announced a procurement through a negotiated procedure for defense needs. For law enforcement officers, 635 Mitsubishi Outlander PHEV cars were to be purchased for the amount of 959 hryvnia. On December 500, the Customer entered into an agreement with NIKA Diamant LLC for the amount of UAH 000.
Despite the fact that already at this stage it was noted that the price of the cars was too high, the Customer paid in full for the future delivery of goods on December 28. And on January 23, NABU registered criminal proceedings about violations during this purchase.
On February 3, 2017, the head of the Ministry of Internal Affairs of Ukraine Arsen Avakov demonstrated an additional agreement according to which the supplier allegedly must return 124 million hryvnia “discounts” to the budget.
