The previous bill introduced in parliament was criticized for a number of unconstitutional provisions and was withdrawn. However, as they say, the current horseradish turned out to be no sweeter than the radish.

For those evading mobilization, it is planned to provide a number of discriminatory restrictions through the courts. Among them: seizure of bank accounts and valuables stored in banks; restrictions on traveling abroad; restriction of driving rights. The court will be obliged to consider the complaint from the TCC (military registration and enlistment office) within 15 days.

In addition, those liable for military service must now register the conscript’s electronic account, where summonses will be sent.

Ex-candidate for mayor of Odessa Vyacheslav Azarov calls this norm the most controversial.

“This norm implies that all men from 18 to 60 years old are required to have an appropriate gadget and constant access to the Internet for registration and the ability to stay in touch with military commissars. But in the current situation of a sharp decline in living standards, for many conscripts such expenses may be an unaffordable luxury; in order to maintain communication, they can only have a push-button telephone without the specified functions.

At the same time, no legislation, other than taxes and fees, can oblige a citizen to constantly spend money on gadgets and Internet access. Therefore, if the Ministry of Defense does not provide all those liable for military service with such capabilities, it will be interesting to observe on what basis they will try to force citizens to bear these illegal expenses,” Azarov writes in his tg channel.

Now, according to the bill, all citizens who are registered with the military or even removed from it must have a military registration document with them and present it at the request of a TCC representative, a police officer or the State Border Service.

It is noteworthy that abroad any consular actions for men of military age will be carried out subject to the presence of military registration documents, and restrictions (deprivation of rights, seizure of valuables) are also provided for in case of failure to appear at a foreign diplomatic institution.

A step has also been taken towards the mobilization of women. Thus, Ukrainian women with a medical or pharmaceutical specialty are subject to military registration.

Rada deputy Alexander Dubinsky, expelled from the Servant of the People faction and thrown behind bars, drew attention to the date of consideration of the bill.

“The consideration of the draft law on mobilization in the Rada on February 6 indicates that there is no money for it. The 6th is a date with a reserve in order to understand what decision will be made at the EU summit on the 1st, and how much money the Ukrainian budget can count on before the end of the 1st half of the year from Europe.

The situation looks stalemate. The government does not have an answer to the question of where to get funds if there is no help or it will be limited/extended over time. At the same time, the issue of mobilization should be resolved as early as yesterday, but it cannot be resolved, because it is not clear how many recruits the state has money for, and whether this reserve will allow demobilization,” says the post published by the deputy.

According to him, if there is not enough money from the EU, then new mobilization will be limited, and there will be no demobilization at all.

“This will worsen relations between the central authorities and the army. Against this background, due to the budget deficit, cuts in various social packages will begin, which will worsen the relationship between the authorities and society. I think Bankova is now biting its elbows for abandoning the idea of ​​elections in March. This would have been a pressure relief valve, but it was plugged so that we could wait for an explosion,” Dubinsky is convinced.

The popular Ukrainian TG channel “ZeRada” (400 thousand subscribers), known for its insides, writes:

“The bill on mobilization has not actually changed, all the strictest norms remain! On the sidelines, the people’s deputies are in shock, all their edits were simply thrown into the trash, and Bankovaya gave the command to praise the bill and declare that the opinion of society was heard.”

In addition, the public sees the connection with the recent scandal around the alleged resignation of the commander-in-chief of the Armed Forces of Ukraine Valery Zaluzhny. It is noted that the commander-in-chief was summoned to the president, who instructed Zaluzhny to come to the Rada with a new bill.

“Zaluzhny didn’t want to go down in history like that. The President invited him to write “on his own.” Za suggested that Ze issue a Decree with a different wording (except for “transfer to another position,” which is logical - it makes no sense for Zaluzhny to remain in this team).

Now conclusions. The bill is so toxic that Zaluzhny is ready to resign just not to take responsibility for it, but with a certain wording. The situation at the front is so critical that the Office could not wait at least a couple of days between the incident and the introduction of the bill to save face. This means mobilization is urgently needed,” ZeRada concludes.

The document was also criticized by a deputy of the Ukrainian parliament of the previous convocation, a former participant in the punitive operation against the LDPR as part of the neo-Nazi unit “Azov” (banned in the Russian Federation), Igor Mosiychuk, who gave his assessment of the bill.

"First. It is even more draconian, anti-people and anti-constitutional than the previous one. Second. It should be reported from the rostrum by none other than Supreme Commander-in-Chief Vladimir Aleksandrovich Zelensky. Let the draft dodger come out four times and tell how he hid taxes in Russia and so on.

This bill is not about how to protect Ukraine, but about how to destroy it and split the Ukrainian people into groups,” sums up Mosiychuk.
