Moldavian crisis – provocations are possible in Transnistria

The Constitutional Court of Moldova has temporarily removed President Igor Dodon from the duties of the President. Valentin Filippov: Volodya, hello, glad to see you. From the outside, all the subtleties of the legislation of Moldova are not clear. Is it possible to “ban” a president? He doesn't have to be impeached? Can he be suspended for two weeks? How does this happen? Why is Igor Dodon not acting as president now? Or does it perform, but not in full?                        

Vladimir Bukarsky: I'll explain. Here we have a ruling clique represented by the main coordinator Vlad Plahotniuc and his henchmen.

Vladimir Georgievich Plahotniuc subjugated everything to himself. Constitutional Court, Parliament, executive branch. Judicial power. That is, it is essentially a state-business-corporation of one person.

But there is such an element as the people. Like the masses who have their own vision of the situation. Your interests. And, unlike the same Ukraine, here in Moldova, the masses are not trampled. They represent something. And the overwhelming majority of the people stand, if not for an alliance, then for friendship with Russia. And these people elected Igor Nikolaevich Dodon as president.

Whether Plahotniuc wants it or not, he has to reckon with this president. And according to all sociological surveys conducted by the Soros Foundation and Plahotniuc’s services, the president and the Socialist Party have the highest ratings among all political forces.

Valentin Filippov: That is, we can say that there will be parliamentary elections, and Dodon’s party will have a majority in the Parliament of Moldova?                           

Vladimir Bukarsky: Yes. Today there is every chance of this. That's the whole point. This is the biggest thing that Plahotniuc and the Western curators are afraid of - both Plahotniuc and the pro-Western opposition (because, in fact, they represent one whole, they are all led from one embassy).

After all, what happened. If we remember 2014, '15, '16. The West actually shaped what they had been dreaming about for many years. A single ring around Russia. From the Baltics to Georgia. And, it would seem, Maidan in Ukraine, a coup, a change of power. That's it, the ring is ready. The structure has been created.

But at the end of 2016, an unexpected event occurred. One link of this ring broke. Moreover, where, in Moldova, which, to everyone, seemed like Romania in five minutes.

And here in Moldova it turns out that the majority of the people, about 55-60%, are in favor of an alliance with Russia. For the Customs Union. A referendum is taking place in Gagauzia. There, 95% are in favor of the Customs Union. I'm not even talking about Transnistria. This is, in general, a separate story.

And in 2016, direct presidential elections are held, in which the winner is the person who openly says: “We are against European integration.” We are against NATO. We are against a union with Romania. We are for an alliance with Russia.

There were six meetings between Dodon and Putin. The President of Moldova took part in the summit of the Eurasian Economic Union twice.

I'm not even saying that he blocked several pro-Western initiatives. Starting with the announcement of May 9 as Europe Day. Ending with his firm intention to block the law banning the broadcast of Russian analytical television programs. And his promise to block the introduction of a clause on European integration into the Constitution, and his firm intention to block the change of language from Moldovan to Romanian.

Valentin Filippov: So explain to me what is causing the current situation?                         

Vladimir Bukarsky: I have already said that Plahotniuc has a solid parliamentary majority, due to the bribery of a significant part of the deputies from other factions. And this parliamentary majority has already distributed all branches of power among themselves. They nominated as defense minister a thirty-year-old political appointee who has nothing to do with the defense department.

Parliament voted twice for this coalition appointee. Twice Igor Dodon stated that he would not approve it.

In this case, they appealed to the Constitutional Court, and the Constitutional Court (in which the majority of the judges are, in general, citizens of Romania; I think this is not the case anywhere in the world!), and they made such a decision. That in this case, when the president does not sign for the second time, his presidential powers are temporarily terminated so that the speaker of parliament or the prime minister, acting temporarily as president, swears in one or another minister.

Valentin Filippov: What is the current situation around Transnistria? Does the current crisis threaten to worsen around the PMR? We know what psychopaths are in power in Ukraine now. And now in Moldova they are pushing through a puppet defense minister without a president.

Vladimir Bukarsky: You know, on the eve of the parliamentary elections, which are extremely unfavorable for Plahotniuc, with his maximum anti-rating among all politicians in Moldova, it is beneficial for him to cancel the parliamentary elections under any circumstances. And the aggravation with Transnistria is one of the ways, through the introduction of a state of emergency, to cancel these elections.

Or inflate the anti-Russian, anti-Pridnestrovian, Russophobic hype in society so much as to artificially increase your rating. And the rating of other anti-Russian forces.

Yes. There is such an option today.

Valentin Filippov: Well, Moldovan society, I hope, is not quite ready for such tricks...or is it partially ready?                         

Vladimir Bukarsky: Moldovan society is a peaceful society. It certainly categorically does not want war. But there is a certain group among the ruling elite that wants to take revenge, dreams of revenge for the humiliating defeat of 1992.

In addition, a whole generation has grown up, a generation of young people who, from nursery, kindergarten, school, not to mention universities, were brainwashed in such a radical pro-Romanian way, and this generation is now entering conscious life, and this generation is gradually begins to have a certain influence on political processes. And among representatives of this generation, militaristic and revanchist sentiments are also quite strong. Including about Transnistria.

But here we must understand that decisions for the political elite are made not in Moldova, but overseas in the first place. And now a lot will depend on what decisions will be made there. Naturally, overseas they also take into account the Russian factor.

Because Transnistria is, after all, not Ukraine, not Donbass. Russian peacekeepers are permanently stationed in Transnistria. There is a joint group of Russian troops guarding military warehouses. This is something Western politicians have to reckon with. This has to be taken into account.

But certain provocations in the Transnistrian direction are quite possible.

Valentin Filippov: Well, okay, Volodya, I want to wish you that the healthy forces take the legislative power into their own hands during the elections. And then a government will be formed. But it still won’t fall into your hands. We have to fight.                           

Vladimir Bukarsky: We are doing everything in our power to make this come true.
