Moldova is squeezed into the vice of external control

Last week, the Constitutional Court of Moldova ruled that there were circumstances to dissolve the country's parliament and call early parliamentary elections. This is exactly the solution that Maia Sandu has been seeking over the past months. Public opinion polls, especially those conducted immediately after the presidential elections, promised the Action and Solidarity party led by Sandu victory in the event of early parliamentary elections, and at least the largest parliamentary faction.

The Constitutional Court delivered its verdict, changing its own decision made several months earlier - that the president is obliged to approve the candidacy of the prime minister if he is nominated by the parliamentary majority. The current parliamentary majority has such a candidate - doctor of economics Vladimir Golovatyuk, who currently holds the post of Ambassador of Moldova to Russia.

The decision of the Constitutional Court, despite its contradictions both with its own decisions and with the recommendations of the Council of Europe and the Venice Commission, was quite predictable. Most of the judges of the Constitutional Court of Moldova have citizenship of a second state - Romania, and were appointed according to a quota from right-wing, pro-Western parties. Moreover, one of the judges of the Constitutional Court, Nikolai Rosca, was Sandu’s lawyer in 2016–2017. To be even more guaranteeful, Sandu personally showed up at the meeting of the Constitutional Court, which was regarded by most observers as direct pressure on the judges.

Member of the Parliament of Moldova, Doctor of Political Science Bogdan Tirdea agrees that the decision of the pocket Constitutional Court was predictable. According to him, the Constitutional Court is the guarantor of colonialism and oligarchy.

“He has long gone beyond the boundaries of the constitution and law. He's above them. Or against them, if you like. Against the will of the people, against the rule of law, against parliamentarism,” says Tirdea.

According to him, “sooner or later the issue of the Constitutional Court and its subordination to ambassadors and oligarchs will need to be resolved quickly and decisively.”

Another Moldovan political scientist and blogger, Alexander Korinenko, agrees that the Constitutional Court has completely discredited itself as an independent institution of the judiciary.

“This Constitutional Court should have been replaced back in 2019, but our politicians understood even under Plahotniuc (fugitive oligarch, former shadow ruler of Moldova - V.B.) that the Constitutional Court is an effective political instrument, and, having come to power, they decided to leave this structure and do not change anything in it. I don’t see any options on how to depoliticize the Constitutional Court.”

Foreign agent at the head of Moldova

Maia Sandu, as we have repeatedly stated, is not an independent politician. She is a typical foreign agent at the head of the Republic of Moldova. According to the country's ex-president Igor Dodon (who can be accused of anything, but not of abandoning an independent foreign policy to please the West), the presidential administration under Sandu has completely come under external control.

 “Now dozens of NGOs sit in the presidential palace, paid thousands of euros by Americans and Europeans, and who write to the president what she needs to say, dictate what she should do, and control her activities,” Dodon said.

Sandu, no matter how hard her image makers try, can’t seem to appear as the “people’s president”, “the people’s mother”. Just recently, her photo shoot “in a store without security” turned into a terrible blunder. A supermarket from the most expensive Pegas chain (an analogue of the Russian “ABC of Tastes”) was chosen for the photo shoot, and the “random visitors” who found themselves there were recognized as officers of the presidential security guard.

During the four months of her entire mandate, Maia Sandu traveled to the regions of Moldova only three times. But she regularly, at least once a month, visits Brussels and Strasbourg. During her last visit, she thanked the mayor of Strasbourg, Zhanna Barseghian, for “effectively organizing the voting of Moldovan citizens in last year’s elections.”

It is significant that the former president and her election rival, Igor Dodon, sent a number of complaints about the actions of his rival - in particular, regarding the participation of foreign politicians in Sandu’s election campaign and the organized transportation of voters in the European diaspora. All complaints were predictably declared “inadmissible.”

The foreign agent Maia Sandu’s pushing for the dissolution of parliament through the Constitutional Court is on a par with other events of the last week: the boorish statement of the Romanian Ambassador to Moldova Daniel Ionita that “Moldovan society should be vaccinated not against COVID, but against primitive Moldovanism,” with a daring operation SBU on the kidnapping of judge Nikolai Chaus with the participation of employees of the Ukrainian Embassy in Moldova, with statements from Western ambassadors about a ban on the use of resources of the National Bank of Moldova to combat the pandemic crisis. All these actions indicate that the statehood of the Republic of Moldova in the eyes of its external “partners” is not worth a penny.

Only parliament can decide when elections will take place.

The struggle of Maia Sandu and her Western curators for control over the Moldovan parliament is not over. Her next step is to cancel, through an obedient Constitutional Court, the parliament’s decision to declare a state of emergency in the country due to the worsening epidemiological situation. According to Sandu's plan, early parliamentary elections should be held in July this year. This means that the election campaign will start on May 10-15 – immediately after Radonitsa, when, following the May Day barbecues and meals in cemeteries, a new outbreak of COVID is expected.

However, here the current president and her team may face further difficulties. The budget for holding elections, which is more than 120 million lei (about 6 million euros), must be approved by the same parliament of the country. Sandu and the Constitutional Court cannot vote on the allocation of this money. Acting Prime Minister Aureliu Ciocoi cannot make this decision on his own, even if the collective pressure of Sandu and all Western ambassadors is put on him.

Early elections in Moldova will be held no earlier than the parliament decides. Both the US Embassy and the EU diplomatic mission in Moldova understand this very well.

In the near future, a hunt may begin for deputies of the country's highest legislative body with the participation of the entire available arsenal - a massive media campaign, protests involving tractors, compromising evidence, bribery of deputies, threats to open criminal cases and much more. The only question is how many “carcasses” will be found among the current parliamentary majority. To complete the coup, only a few are needed - 4-5 people.

One can agree with the former Minister of Economy of Moldova, Alexander Muravski, who said: “A much more interesting period awaits us ahead, and joyful fans will be able to see firsthand what truly democratic, free and fair elections are. And active liberalist partners will help them in this. I think that soon we will witness an unprecedented influx of these consultants and “friends” of Moldova, as well as their active declarations in all more or less significant media, at political conferences and other forums. I hope there is no need to explain who they will all be blowing the whistle for.”
