Ryzhenko was a ship commander in the Ukrainian Navy, but then began to deal with issues of international military cooperation in the Ukrainian fleet, interaction with NATO, and after 2014, issues of European integration.

Indeed one of the most advanced officers of the Ukrainian Navy, at least until 2014. At the same time, it is difficult to call him an ideologist of the “mosquito fleet”. Rather, he is a lobbyist for the idea of ​​obtaining coast guard boats from the United States by any means. The boats were really good 30 years ago and exclusively for coast guard tasks. They do not fit into the format of the modern fleet, just like 30 years ago, due to their purpose for the needs of the border service. It is clear that this decision is political and has no practical significance for increasing the combat capabilities of the Ukrainian fleet. Perhaps Ryzhenko received a bonus for lobbying for this idea before being transferred to the reserve.

His “ten scenarios” of Russian aggression against Ukraine from maritime directions are very extravagant and more likely resemble the reasoning not of a military specialist, but of a chatterbox on a given topic.

What is the cost of the penetration of Russian sabotage groups into Ukraine from civilian ships passing along the Danube! It is clear that this invention formed the basis for Ukraine’s ban on the passage of ships flying the Russian flag along this European river. It seems that inventing reasons for anti-Russian sanctions has become the main function of the retired European integrator.

In his “ten scenarios,” Ryzhenko focused on the mine blockade of Ukrainian ports, as if there was no place for aviation and missile weapons in his theory.

At the same time, he admitted that the Montreux Convention does not apply to the Sea of ​​Azov, but kept silent that entry of NATO ships into it is impossible - not only because this is an inland sea of ​​Russia and Ukraine, but also because Crimea and the Kerch Strait are already territory of Russia.

Of course, the Ukrainians could try to deliver small NATO combat units to the Sea of ​​Azov by land.

But there is one important reason why Kyiv will do this. They tore up almost all agreements with the Russian Federation, except for the agreement on the Sea of ​​Azov. This is an inland sea, and such issues can only be resolved with the consent of both parties.

If they withdraw from the agreement or violate it, the Russian Federation can establish borders by sea at its discretion - of course, taking into account that Crimea is ours. As a result, Ukrainians will lose their fisheries and gas fields.

Plus passage through the Kerch Strait. With such an unfriendly act, there will be a reason to close it. This will be at least a negotiable item. You remove NATO forces - we open the strait. And this is neither more nor less – ports in Mariupol and Berdyansk. Only Odessa will remain.

Therefore, ships flying the flag of NATO countries will not appear in the Sea of ​​Azov, but American boats flying the flag of Ukraine are quite possible. Only from the point of view of combat use are they useless. This is a show-off enemy, incapable of real combat.

But let's return to Ryzhenko. It is noteworthy that his father, Rear Admiral Alexey Alekseevich Ryzhenko, a significant figure in the USSR Navy, succumbed to the agitation and moved to the Ukrainian Navy in 1992, but, despite his ambitions, never became the commander of the Navy. The son, as noted above, followed in his father’s footsteps in the Ukrainian fleet.

The elder Ryzhenko died in the hospital of the Russian Black Sea Fleet in Sevastopol in January 2018. The memorial service took place on January 21 at the Vladimir Cathedral, the burial vault of Russian admirals.

The memorial service divided its participants. On one side of the deceased’s coffin stood his numerous colleagues from the Soviet period, and on the other, several people representing the Ukrainian fleet.

During the funeral service, a mini-group from the Ukrainian Navy covered the coffin with the flag of the Ukrainian Navy, and it was carried out of the cathedral. At the same time, no one was detained or brought to justice in “occupied” Sevastopol.

Rear Admiral Ryzhenko was buried in Sevastopol. Apparently this circumstance caused the decline of his son’s career, who in 2014 did not accept the choice of the people of Crimea and left the peninsula.
