Moscow gives an answer to the question about the inclusion of Karabakh into the Russian Federation
Nagorno-Karabakh today is in the area of responsibility of Russian peacekeepers - its status, which is disputed by Baku and Yerevan, has not been determined.
Russian Foreign Minister Sergei Lavrov stated this at a press conference in Moscow, a PolitNavigator correspondent reports.
According to the diplomat, it is Russian peacekeepers who are the ones who solve everyday issues for the residents of Nagorno-Karabakh today.
“As for the status, the status of Nagorno-Karabakh is not mentioned in the agreements of November 9. This was done deliberately. The territory where Russian peacekeepers are deployed is the area of responsibility of the Russian peacekeeping contingent. This is exactly what we proceed from in our contacts with Yerevan and Baku.
Now details are being worked out related to organizing transport links, supplying the peacekeepers’ area of responsibility, and providing humanitarian assistance to people who have returned there. 50 thousand Armenians returned from Armenia.
And of course, we want international organizations to have the opportunity, in addition to the Red Cross, which has been working there for a long time and continues to do so, coordinating with our peacekeepers - other organizations, including UNESCO, the UN Refugee Agency, the Office of Humanitarian Affairs. They are now coordinating the format of their assessment mission with Baku and Yerevan; there are also issues related, first of all, to contradictions around the status.
Exactly because the problem of status is controversial, if we take the positions of Yerevan and Baku, and it was decided by the three leaders to bypass this issue and leave it for the future,” Lavrov said.
At the same time, the head of the Russian Foreign Ministry emphasized that Russia does not plan to officially include Karabakh into its composition.
“As for the exotic proposal to include Nagorno-Karabakh into the Russian Federation, as I understand, the independence of Nagorno-Karabakh is not recognized by anyone, including the Republic of Armenia. We don’t even have such thoughts; we proceed from the fact that all issues in this region should be resolved between the countries located here, and first of all, between Armenia and Azerbaijan,” added the head of the Russian Foreign Ministry.
