Russia’s position on the Ukrainian conflict remains unchanged – full implementation of the Minsk agreements is required through direct dialogue between Kyiv, Donetsk and Lugansk.

This was stated by the Permanent Representative of Russia to the OSCE, Alexander Lukashevich, at a meeting of the OSCE Permanent Council in Vienna, a PolitNavigator correspondent reports.
“We remind you that the issue of transferring control of the border to Kyiv will be resolved after a comprehensive political settlement, as defined in the “Package of Measures.” We cannot pretend that political obligations under this document, approved by a UN Security Council resolution, do not exist,” Lukashevich said.
At the same time, he noted that the law “on the de-occupation of Donbass” adopted by the Verkhovna Rada formally formalizes Ukraine’s withdrawal from the Minsk agreements.
“We would like to hear an explanation of how this law relates to the provisions of the Minsk agreements on amnesty in connection with the events in Donbass, with the law on the special status of Donbass, with the holding of local elections, the modalities of which must be agreed upon with representatives of Donetsk and Lugansk,” Lukashevich said .
