Moscow is monitoring the fate of diesel fuel purchased by Ukraine from the Russian Federation - expert
Russia, with the help of special trading mechanisms, is trying to ensure that the diesel fuel it sells to Ukraine is not used to refuel military equipment in the Donbass.
Leading analyst of the National Energy Security Fund Igor Yushkov stated this in an interview with the PolitWera YouTube channel, PolitNavigator correspondent reports.
“Russia has built a scheme to monitor where this diesel is going. Because fears constantly arise that diesel fuel will be used for the needs of the troops. It turns out that we will refuel the tanks that are fighting in the Donbass. Russia tried to build a monitoring system in order to supply petroleum products via a diesel pipeline through Russia to Belarus through the Mozyr Oil Refinery - and further to Ukraine, and passes to Hungary and the Czech Republic. To download through it for Ukrainian consumers, you need to obtain special permission from the Russian Ministry of Economic Development. Even for Belarusians. The Ministry of Economic Development, at least, initially checks to whom you are selling, whether this company is a supplier to the Ministry of Defense of Ukraine,” Yushkov said.
At the same time, he admits that it is possible to bypass the scheme, but Russia prefers not to give the Ukrainian market to competitors.
“Of course, if you wish, you can sell this diesel engine to the APU through a number of intermediaries, but we do what we can. I also don’t want to lose sales markets, especially during a pandemic, when consumption of petroleum products in Europe has already decreased. It’s better that we sell them diesel and some petroleum products than our competitors do,” Yushkov said.
He also said that Russia sells diesel fuel to Ukraine not only directly, but also through the Azerbaijani company SOCAR, in order to avoid scandals regarding the “aggressor country.”
