Moscow is on Menyailo’s side for now, but this cannot last long
The curator of Crimea in United Russia, Viktor Pinsky, believes that there are no reasons for the resignation of the governor of Sevastopol Sergei Menyailo, but the Duma official would not object to the voluntary resignation of the speaker of the legislative assembly Alexei Chaly. The Putin administration previously stated “To Kommersant”that the introduction of direct elections of the head of Sevastopol will not mean early voting. However, even experts critical of Chaly believe that early gubernatorial elections are necessary - the whole city wants this.

Political scientist Mikhail Vinogradov told Kommersant that it would be difficult for the federal center to ignore the statements of Alexei Chaly; it would rather try to “minimize the negative component” of his statements.
The curator of Sevastopol and Crimea in United Russia, State Duma deputy Viktor Pinsky said that Alexei Chaly’s statement is not about disagreements with Governor Menyailo, but about the fact that “the authorities are unable to achieve their goals.” He does not agree with this: “The governor is working, integration into the Russian Federation is going well, there are difficulties, but they are objective.” Pinsky believes that “there is no reason to think that the executive branch will resign,” and if Alexey Chaly “is dissatisfied with himself, then he can resign; this is normal practice.”
Chaly considered it a mistake to refuse the post of city governor in April 2014, after which Vladimir Putin appointed Sergei Menyailo to fulfill these duties, the newspaper recalls. However, after the transition to direct popular elections for the governor of Sevastopol, he will have a chance for this post, Kommersant believes.
Political scientist Alexander Formanchuk believes that gubernatorial elections should be held early: “This would help relieve the tension that exists today between the head of the legislative assembly and the governor.” Director of the Institute of CIS Countries Konstantin Zatulin believes that the resignation of the governor would have opened the way for Alexei Chaly to become governor. The governor, in his opinion, is unlikely to agree to resign from office voluntarily, and Alexey Chaly will not attempt to dismiss him: “Chaly allowed himself to say what the whole city is thinking about. If he leaves the post of speaker, he can return to business and become governor. But Menyailo cannot afford this.”
