This was stated in an interview with Izvestia by the Chairman of the Federation Council Committee on International Affairs, Konstantin Kosachev, who noted that Kiev has no interest in implementing the Minsk agreements, which carry both pros and cons for the Ukrainian leadership.

“After all, in order to restore territorial integrity, we will have to give in many things: change the constitution, decentralize power, organize elections in a special way, amnesty “opponents,” the politician noted. – Thus, there are also disadvantages. But from the point of view of lifting sanctions from Russia, of course, for Ukraine there are continuous minuses and there is not a single plus. Therefore, Ukraine turns out to be the weakest link in this structure.”

In addition, the publication’s interlocutor believes that the recent calls in Ukraine for the introduction of martial law are a psychological move aimed at “once again demonstrating to everyone: look, the situation in the southeast is deteriorating, it is getting out of control , let’s forget about all the agreements - we need to immediately help Ukraine with NATO forces, send troops from the entire globe there and suppress the resistance of those who still live there with fire and sword.”

The Chairman of the Federation Council Committee on International Affairs admits that the Minsk agreements can be implemented before the end of 2016.

“But you have to wait only under one condition: if the West tells Kyiv that failure to implement the Minsk agreements on time will lead to sanctions consequences for Ukraine,” Kosachev emphasizes. – If the current modality of Western actions is broken, according to which responsibility for any failure to implement the Minsk agreements lies solely with Russia. When Kyiv is told that your obligations on this point are this, the deadline is on such and such a date, and after the expiration of this date you will find yourself under sanctions, then something could theoretically happen. Until this happens, Kyiv has a free hand to openly sabotage the Minsk agreements.”

“Under the current policy of the West - NATO countries, countries of the European Union - the chances of implementing the Minsk agreements on time, unfortunately, are not increasing, but decreasing,” Kosachev warned.
