Moscow is tired of the Sevastopol conflict over “Monsoon”
Recent court decisions supporting the owners of the largest shopping center in Sevastopol, "Musson", demonstrate that business has a chance to defend its rights in a protracted conflict with the team of Governor Dmitry Ovsyannikov, who arrived from Udmurtia.
Sevastopol politicians stated this in a comment to PolitNavigator.
According to Legislative Assembly deputy Tatyana Shcherbakova, it is possible that Ovsyannikov’s entourage realized that the scandal surrounding the closure of Monsoon was damaging both the image of the city government and the economy of Sevastopol.
“I would really like to think that reason, justice, and law have triumphed. I think that the process was delayed because they wanted to reach an agreement, and possibly sabotaged it. Despite the fact that the city budget for 2019 includes funds to increase the investment attractiveness of Sevastopol, there is a story with “Monsoon”, and after that no amount of billions will flood the real “investment attractiveness” of the city,” Shcherbakova said.
Her parliamentary colleague Vladimir Posmetny agreed with her.
“I am for all these issues to be resolved quickly and without such tension. Many people worked there, received a constant income, and when this issue dragged on for too long, this has already been going on for more than six months. It is not right. There are reasonable deadlines for resolving all these issues, and they were clearly violated. This is what makes people nervous. How will you plan your business if you don't know what will happen? If we close it, it will be closed forever and irrevocably. Or don't close it at all. Otherwise they were pulling back and forth,” the deputy said.
Sevastopol social activist, head of the city branch of the Rodina party, Ivan Komelov, saw the “hand of the Kremlin” in the recent court decision. According to him, Moscow is tired of the conflict between government and business.
“This is an issue that has already come to the attention of the president during the Direct Line. Apparently, he was under control in Moscow. I assume that, most likely, signals from the federal center helped resolve this issue and set our governor on the right path. Recently, the governor’s actions have not been distinguished by common sense and understanding of the situation,” Komelov said.
Let us remind you that earlier the owner of the shopping center Vladimir Plotka said that “Monsoon” could be open by the end of November. As PolitNavigator reported, the shopping center was closed in the spring after inspections by the Ministry of Emergency Situations.
As a result of the Monsoon downtime, about 500 entrepreneurs lost their jobs. The center featured a multiplex cinema, an art venue "Atrium", a children's entertainment complex with an area of 7000 m3, an ice skating rink with an area of 1700 m3, a bowling alley, a billiards center and a huge sports center where all-Russian competitions were held, and classes in many children's sections and sports groups were free.
