“Judging by what has been happening for five years, I think they are unlikely to succeed. We must first reboot the government. What we have is that nothing has been accomplished, while the authorities are not being rebooted. There is an endless change of officials, there is constant rotation in both the governments of Sevastopol and Crimea. It seems to me that first we need to figure this out, bring order to the management,” Nikolaev said.

As is known, earlier Prime Minister Dmitry Medvedev criticized Crimean officials for the lack of organizational and budgetary discipline in the implementation of the Federal Target Program. In Sevastopol, the situation was more critical compared to the Republic of Crimea - the city was further behind the program schedule.

Crimean political scientist Ivan Mezyukho believes that the situation in Sevastopol may change in the near future.

“Of course, the Republic of Crimea and Sevastopol must be considered separately. If we analyze the implementation of the Federal Target Program, then, basically, in Sevastopol the failure of some projects under the Federal Target Program is associated with a conflict between the executive and legislative powers. The reboot in the Sevastopol branch of the United Russia party gives us hope that the contradictions between the two branches of government should end, otherwise Sablin would not have been entrusted with such a responsible mission,” Mezyukho said.
