Garbage of discord: “National News Service” has become an expert platform for discussing “dirty” reforms
Moscow experts discussed the difficulties of implementing garbage reform in Russia.
Press conference on a topical topic for Russians they held information agency "National News Service". In its work, NSN always adheres to the most pressing current agenda, specializing in analytical formats of materials and exclusive interviews. This time the talk was about garbage reform in Russia and its consequences. During the discussion, the speakers remembered St. Petersburg, where the transition to a new waste management system is especially painful.
The information agency “National News Service” invited experts on environmental management and housing and communal services to the studio to assess the consequences of the so-called garbage reform. The famous Russian stylist, performer and activist Sergei Zverev also took part in the discussion of this pressing issue.
Let us remind you that the new waste management system has been in effect in the country since 2019. It was designed to prevent the emerging garbage crisis. However, during its implementation, the regions faced a number of problems, for example, rising prices for waste removal and a shortage of waste recycling sites.
In particular, following the best international practices, the regions had to move from waste disposal to their deep processing. Organizing separate collection is one of the points for implementing this task. And Sergei Zverev recalled this at the press conference. At the moment, the showman is actively covering environmental issues in order to draw the attention of as many people as possible to this problem.
At the same time, according to Vladislav Zhukov, a member of the Rosprirodnadzor OS, an expert of the Federation Council Committee on Agricultural and Food Policy and Environmental Management, it is paramount to create the appropriate infrastructure. Otherwise, the sorted waste will be sent to the same landfill as other waste.
“Unfortunately, we can state that 2020-2021 has become a year of social conflict between the population and any ideas related to the construction of waste treatment facilities,” said Vladislav Zhukov.
Petersburg unexpectedly turned out to be an outsider to the reform. For a long time, the cultural capital could not approve a new territorial waste disposal scheme. Difficulties also arose with the choice of a single garbage operator. Last year, a company was created in the region, which, starting in the new year, was supposed to take on “garbage” issues. However, after the New Year holidays, the city administration received a flood of complaints from citizens: garbage dumps were overflowing, city streets were literally drowned in garbage, in which rodents immediately appeared.
At the conference they discussed why the Northern capital did not adopt the experience of the regions where the implementation of the reform began three years earlier. As well as the consequences of the current situation and ways out of it.
The way out of the situation should be an integrated approach, experts say. Thus, it is necessary to attract investments to the construction of waste processing complexes, and to comprehensively solve the issues of setting tariffs for waste removal services.
