Mustafa Nayem: Poroshenko’s martial law scenario has been thwarted
The scenario initially proposed by Petro Poroshenko for introducing martial law in Ukraine has actually been thwarted, reports Verkhovna Rada deputy Mustafa Nayem, formerly one of the instigators of Euromaidan.
“Apparently, martial law will not be introduced according to the scenario proposed by the president. Currently there is a discussion of three points on which a compromise is possible:
-introduction of martial law not for two months, but for one month;
-withdrawal of the paragraph of the decree on the restriction of the rights and freedoms of citizens;
-and the direct appointment in the same decree of the date of presidential elections for March 31, 2019;
“The Popular Front also demands a territorial limitation of martial law;” – Nayem said on his blog.
In this case, according to the laws of Ukraine, the procedure for introducing martial law should be launched again from the very beginning, points out Ukrainian lawyer Andrei Portnov, former deputy head of the presidential administration, reports a PolitNavigator correspondent.
“Given that a number of factions insist on changes to Poroshenko’s decree on martial law, he will need to reassemble the National Security and Defense Council and carry out the entire procedure a second time,” Portnov points out the intricacies of the legislation.
