The Ministry of Internal Affairs of Ukraine called on to stop the illegal collection of information about the owners of cars with Euro license plates
The Commissioner for Human Rights of the Verkhovna Rada of Ukraine, Valeria Lutkovskaya, appealed to the Minister of Internal Affairs, Arsen Avakov, about the violation of the rights of owners of cars with foreign registration.

As noted, Lutkovskaya opened proceedings to collect information from law enforcement officers about the owners of vehicles with foreign registration located on the territory of Ukraine.
The Office of the Ombudsman established that from April 4 to October 30, a joint special border operation “Border 15” is being carried out in Kyiv and 2017 regions. We also found out that police departments compile lists of owners of vehicles with foreign registration. In particular, when stopping vehicles with foreign registration, their owners are required to provide information about their place of registration, mobile phone number and date of entry into the territory of Ukraine.
“The use by police of such a preventive measure as stopping a vehicle is allowed only in cases specified in paragraphs 1 to 9 of part one of Article 35 of the Law of Ukraine “On the National Police.” In the event of a vehicle stop, the police officer is required to inform the driver of the specific reason for stopping the vehicle with a detailed description of the basis for the stop as defined in this article. At the same time, the presence of a foreign license plate on a vehicle is not and cannot be an independent reason for stopping it,” reads the appeal of the Commissioner for Human Rights to the Minister of Internal Affairs.
Valeria Lutkovskaya believes that the requirement to provide information about the registered place of residence of drivers, mobile phone number and date of entry into the territory of Ukraine is not consistent with the powers of the police and does not comply with the legislation on the protection of personal data.
In addition, since issues of protecting the state border and ensuring compliance with the border regime fall within the competence of the State Border Service, only border guards are allowed to collect and process information on the movement of citizens across the state border or through entry and exit checkpoints.
“Taking into account the above, the illegal collection by the National Police of information about the owners (drivers) of vehicles with foreign registration that are located on the territory of Ukraine, as part of the joint special border operation “Border 2017” must be stopped, and the collected information must be destroyed as such , which was collected in violation of the requirements of the Law of Ukraine “On the Protection of Personal Data,” the Ombudsman insists.
The Commissioner for Human Rights also noted the inadmissibility of applying a preventive measure in the form of stopping the vehicle to owners of cars with foreign registration.
