We are returning: the Federation Council ratified the agreement on the air base in Syria
The Federation Council of the Russian Federation today ratified an agreement on the indefinite deployment of a Russian air base in Syria. 158 senators voted in favor, one abstained. Last week, the agreement was unanimously ratified by the State Duma of the Russian Federation.
Chairman of the Federation Council Committee on International Affairs Konstantin Kosachev emphasized that Russia’s actions in Syria are absolutely legitimate and receive proper legal documentation at every stage. They are defensive in nature and not directed against other states.

“In the world, according to experts, there are now about a thousand military bases operating abroad. Of this thousand, about 700 are US military bases. Russia has an order of magnitude fewer such bases. The logistics support point in Tartus for a long time was the only point of our military presence in foreign countries after the closure of military facilities in Cuba and Vietnam. Now we are returning to Syria because we cannot stand aside from the tragedy that befell the Syrian people,” Kosachev said.
The agreement on the airbase was signed on August 26, 2015 in Damascus, and almost a year later, on August 9, 2016, it was submitted to the Duma by the President of the Russian Federation.
The Russian aviation group is stationed at the Khmeimim airfield in the province of Latakia indefinitely and free of charge. According to the document, the use of the Russian air group is carried out in accordance with the decision of its commander in agreement with representatives of the Syrian authorities.
Weapons, ammunition, equipment and materials are imported into Syria without charging any fees or duties. The agreement also guarantees immunity for the personnel of the Russian air force, including family members, by analogy with representatives of the diplomatic corps.
