Peskov bought into the Americans, but Lavrov did not fall for it
Russian Presidential Press Secretary Dmitry Peskov took at face value the statement by US Ambassador to Russia John Tefft on the Ekho Moskvy radio station about Obama's possible joining the Normandy Four, while Foreign Minister Sergei Lavrov did not buy this statement.
This opinion was expressed at a press conference in Kyiv by the director of the Institute of Political Analysis and International Studies, Sergei Tolstov.

“This statement not only did not receive confirmation, but was also refuted first by a representative of the White House, and then directly by Mr. Teft himself, who confirmed the new official formulation of the US administration that the Normandy format is welcome, it performs a complex and difficult task, but Hollande and Merkel are quite capable of fulfilling its tasks,” noted the Ukrainian political scientist. “And therefore, the United States, on the one hand, expects a positive result from the Normandy format, but on the other hand, it is not going to take direct part in it.”
“The plot received a rather interesting development, because on the same day when Tefft made his careless remark, which in general did not commit him to anything, since he spoke quite broadly and diversely, on the same day Peskov commented on the situation, taking it at face value , continued the expert. – That is, Peskov bought it, but Lavrov didn’t buy it. The person does not have such experience in international communication and has not met Western leaders that often. Peskov said that if the United States is interested in restoring dialogue with Moscow and Putin, then we are in favor. At the same time, he immediately set a condition: Washington must put pressure on Kyiv, which is the main defaulter of the Minsk agreements and is thwarting the hopes of world leaders for a settlement in Donbass.”
At the same time, says the director of the Institute of Political Analysis and International Studies, Dmitry Peskov invited the US President to tell what exactly he would like to discuss.
“We see that Moscow is ripe for the fact that the United States can make concessions and offer Moscow a global dialogue,” Tolstov concluded. “At the same time, the Obama administration looked at these things completely differently. Seeing that the Minsk agreements are being implemented very poorly, it is unprofitable for Obama to join this format, since he will thus exchange his authority and become a hostage to possible failures that Merkel and Hollande will come to when seeking a ceasefire, withdrawal of troops, political dialogue, elections and, including even utopian things like the restoration of Ukrainian control over the Ukrainian-Russian state border within 400 kilometers, which are currently not controlled.”
