Moscow - Kyiv, January 22 (PolitNavigator, Mikhail Stamm) - Irwin Studin, president of The Institute for 23rd Century Questions, editor of Global Brief, professor at RANEPA, co-founder of the Higher School of Public Administration of Ukraine, proposes to introduce peacekeepers from India to the Donbass, to include it in the Constitution of Ukraine neutrality, adopt an “act of indissolubility” and transfer Ukraine, in fact, under the joint external control of the West and Russia. If this is done quickly, the war can be stopped, Studin believes.

In order to “quickly and effectively” resolve the conflict in Ukraine, which could cause a direct military clash between Russia and the West and destroy Europe and the world, a number of urgent measures need to be taken, Studin calls in his article for "Sheets".
First of all, he writes, it is necessary to introduce peacekeepers into the conflict zone from a country that the parties to the conflict consider neutral. This, according to the author, could be India.
Then it is necessary to carry out administrative-territorial reform in Ukraine. “First of all, this is a reduction in the number of regions from the current 24 to 8-9 large regions in order to simplify the administrative tasks of Kyiv. At the same time, Ukraine must give each region the right to indirectly elect its own chairman of the regional state administration.”
Further, Studin proposes to conclude an “Act on the Indissolubility of the Ukrainian State,” and that Russia sign it. This will neutralize the emergence of pro-Russian political leaders and forces in Ukraine.
As a consolation bone thrown to the Russians, the author proposes the creation of special economic zones. “Some of the Ukrainian regions, in particular in the eastern and southern regions, having received a special economic status, will be able to benefit from easier or completely free access to the Customs Union and the Russian economic space, even if all of Ukraine is bound by an agreement with the European Union,” he writes.
Then it is necessary to spell out in the Ukrainian constitution its neutrality in relation to any military blocs, suggests Studin.
In conclusion, the author invites Russia to “actively participate in the process of Ukrainian modernization.” To do this, it is necessary to create a tripartite commission between Russia, Ukraine and the European Union, which will allow all parties to coordinate the development and implementation of a full-scale reform of Ukraine, including the development of special economic zones within it.”
