Ukrainian saboteurs who were detained in Crimea could, being career intelligence officers, go to the peninsula on their own initiative. Russian journalist Maxim Shevchenko stated this on the Ekho Moskvy radio.

“If there are people who can throw a grenade at the police near the presidential administration building, then why not there are enthusiasts who will make their way into the territory of Crimea. The line between enthusiasts and intelligence officers in modern Ukraine is very fluid after the Maidan. Many ATO fighters seem to be national guardsmen, but by and large the state does not really control them. They dispersed throughout Ukraine with their weapons,” Shevchenko said.
In his opinion, the concept of “state” is not entirely applicable to modern Ukraine.
“There is a state according to the version of Kolomoisky, Poroshenko, Akhmetov, Baloga, and some other version, thieves in law, for example. The government is simply proteges of various forces. Ukraine is Sich, freemen. This is one of the types of social organization in which I would advise every Ukrainian to keep weapons at home just in case. The safety of the Ukrainian citizen will be ensured by himself,” Shevchenko said.
