The press conference was interrupted but resumed after a short break.
The European Central Bank is one of the fundamental structures of the European Union. For example, the ECB is responsible for monetary and financial policy in EU member countries, controls the issue and circulation of government debt obligations of EU countries.
At a press conference, Draghi said there would be no disruption to the European bond market, despite concerns from the US Federal Reserve. The ECB plans to support needy EU countries by purchasing huge amounts of debt, while nonetheless imposing conditions on “structural reforms” within countries.
The ECB's actions in the bond market are caused by a decline in economic growth in the EU, which in turn is caused by the aging of the European population and rising unemployment.
At the same time, Greece, which is now on the verge of default, despite the multi-billion-dollar assistance of these financial institutions, can serve as an example of the ineffective policy of the ECB together with the IMF.
